This PR is part of a stack containing 2 PRs:

  1. main
  2. "feat(ci): route a red full sweep to a ci-backstop issue (RIG-5491)" (this PR)
  3. feat(ci): gate pgtest, microvm and e2e on the Go package graph (RIG-5492) #2337

Summary

Implements T7 of docs/designs/compass/ci-pr-speed.md (RIG-5491). A red full sweep on main push or the nightly schedule now lands in one GitHub issue labelled ci-backstop, before T4 moves more suites off the PR path.

  • New backstop job after rollup, push and schedule only, actions: read + issues: write, serialized by the ci-backstop concurrency group.
  • tools/ci-backstop/core.ts: a pure backstopAction decision.
Rollup Open issue Action
failure none open
failure #N comment
success #N close
success none none
any run older than the newest success or failure sweep any none

The age check stops a slow, stale red run from reopening an issue a newer green sweep closed.

Tests

  • bun test tools/ci-backstop: 13 pass (every row above; failed, timed-out and cancelled job names; a newer cancelled run never supersedes a verdict).
  • moon run ci-backstop:test ci-backstop:typecheck: pass. Biome clean.
  • actionlint -shellcheck= .github/workflows/ci.yml: clean.
  • The job only runs on push and schedule, so this PR's checks do not run it. The first main push after merge is the live check.

A backstop job after rollup on push and schedule opens, comments on or
closes the one ci-backstop issue. A run older than the newest finished
sweep does nothing, so a stale red run never reopens a closed issue.

Review loop on 4f2b3c9: one review pass found 1 high (missing actions: read) and 1 medium (timed-out/cancelled jobs not named); both fixed in 4f2b3c9 with a red-first test. Remaining 0/0/0.

Correction to my earlier note: the review loop was not finished at 4f2b3c9. Re-review found two more mediums in the supersede lookup (a cancelled run superseded a verdict; a 50-run scan could miss one). Both are fixed in 7d6a028 and 6a95a98. Review at 6a95a98: 0 high, 0 medium, 0 low.
